Contract Steering

A personal favorite of any white collar criminal! Contract steering means you are ensuring that a preferred company is given a contract to do a job. You “steer” that contract to them.

Some people have done this when job hunting without even knowing it. When you apply for a job you are putting in a bid on it. You are saying to them, “I will be the best choice, the least expensive, and I will provide the most work”. But then, when you get hired, you don’t do much of anything you promised.

Some people steer contracts with blackmail. For example, if you wanted the landscaping contract for a few parks in your county, and you happen to know the county comptroller hangs out at the local strip club and his wife does not know, guess who just landed the contract?

Contract steering is difficult to pull off mainly because you have to know people in places a little higher than your own, but for instructional purposes, here is how you do it on a small scale.

Step 1. Pick a Company: You can do this with your own company if you have one, but the farther you associate your legitimate self to this, the better.

Let’s say you choose a concrete company; “Joe’s Cement”. Make sure Joe is hurting for money because if he is, it will be that much easier to get him to willingly commit a felony.

Tell him you can make his money troubles go away and that you and you alone can get him a contract to build sidewalks for the new city development. All he has to do is give you a small cut from the contract.

Once he agrees, you better get to work immediately because the longer he has to wait for the money, the longer he has to think about the consequences of what he is doing. This may make him change his mind, so the quicker you get on it, the better.

Step 2. Schmooze the Politician Who Gives the Contracts: Politicians are stupid, and very easy to schmooze. They are all the same. They love to hear about themselves and how good of a leader they are. Play them like a fiddle but do not overdo it; any self-respecting schmoozer knows when they are being fed bull.

Step 3. Make Him an Offer He Can’t Refuse: In order for them to hand over the contract to “Joe’s Cement”, you will have to make sure it is worth it for him. No one wants to risk a decent career, especially politicians.

Let him know he will get a fat check made payable to him directly to use for whatever he wishes; charity, his political campaign, a new pool, whatever. Just make it a large percentage, otherwise there is no incentive for him. You cannot afford to be greedy on this part. Save that greed for the meth head you hired to fence.

If the politician in question does not want to be a part of this operation, make him want to be a part of it.
